In the manga, is Usagi the only senshi who is really into guys? I know Rei isn't, and I've heard Minako isn't either. And I don't think any of the Outer Senshi are. Maybe Makoto is?

Well, this is at least my theroy. (Please-not I have not read too much of the manga myself) They must have been writen in two different styles.
The anime: Was more character-based; revolving around all the off the other senshi as just regular girls
How ever the the manga is more story-based (meaning revolving around one character). It is all about Sailor Moon as a whole.
