Okay I looked through the sailor moon related stuff, inner scouts, and outer scouts but I didn't find anything. So here's my question, Why can't any one tell the sailor scouts identities? Really, all that changes is their clothing. Not even the sailor scouts know who's who if they haven't gotten to know eachother... Please reply!

I know this question has been asked before, a long time ago ... and Creshosk had a wonderful explanation for it, too ... it had something to do with their magical aura or somethin? Darn ... we need Cresh.

Every time I've heard an explanation it regards some sort of magic that just means people can't look at them and tell. They need to see them transform otherwise it's not possible.
However, Fiore in the R movie saw that Usagi was Sailor Moon without seeing the transformation, so I guess whatever it is that hides their identities it isn't perfect.
PGSM of course resolved this issue.

I believe the commonly accepted theory is that they have some kind of magical protection that stops most people from recognizing them. Whatever magic it is seems to only be capable of blocking people's deductive reasoning, not stopping them from realizing it by a direct observation. All that's needed is a small suggestion, and everything falls into place. This isn't completely unbelievable: have you ever worked on a puzzle that seemed impossible, but after one small hint suddenly everything makes sense? They you wonder why you didn' t notice it before, just as many people do after learning the identity of a senshi. But given that most people are either terrified out of their wits or unconscious when the sailor senshi show up, perhaps it's not surprising that they don't put two and two together. Also, this rule does not seem to apply to other senshi or magical beings. The ability to sense auras seems to be part of the senshi/villain package. At first, when they're less powerful, they can often only be sensed when they're transforming or otherwise releasing large amounts of energy. But by Stars, Galaxia can sense Usagi's ginzuishou all the way across the galaxy. As Usagi herself states, the ginzuishou is a magnet for evil of all kinds, because Chaos is seeking her out to merge with her and complete its power. Usagi just can't hide her pure soul. In the manga and PGSM, the senshi's eye and hair color changes when they transform. (Though in the manga the change seems to be frequently subject to Takeuchi-san's whim.) In many color illustrations, Sailor Moon has white hair, Mars has red eyes, etc. Tuxedo Kamen's mask is used as the explanation for his ability to remain hidden. However, in the end it's the mask that gives him away: Usagi confirms his identity by holding it up to Mamoru's face. Again we see that only a small hint is needed to blow their cover. Their disguises are by no means perfect, either. Fiore's not the only one: During Beryl's attack, Motoki recognizes sailors Mercury and Jupiter with no prompting. Cooan and Berthier both recognize their "targets" Rei and Ami as sailor senshi just by sensing their auras. (Granted, Berthier had the added hint of seeing Ami manipulate water.) Naru begins to suspect that Usagi is "different." Helios seems to know who Chibiusa and Mamoru are through his spiritual connections with Earth. Galaxia can sense Sailor Moon's identity by the aura of the ginzuishou she carries. Tin Nyanko figures out the Starlights' identities through unexplained methods. In the end, though I think it's largely a plot device. Sailor Moon is a story, and a story calls for some poetic lisence, which means everything doesn't always have to make sense. The idea of keeping their identites secret creates a more mysterious feel, as well as forcing Usagi to mature and become independent. Also, it allows for things like the "Usagi crushing on Tux while antagonizing Mamoru" subplot.

It's really quite simple. All that changes for us is their clothes. However it's quite possible that after transformation we are still shown who it is to make sure that we don't get confused. However its quite possible that like the Pretty Sammy series the apperence is actually altered from an outside perspective. For example when Misao Amano becomes Pixy Misa her appearence changes completely, and the main character Sasami cannot tell that the Pixy is Misao. While the main magical girl that we follow around Sasami turns into Pretty Sammy, all that we see change on her is her clothes. But everyone else sees something different that we never get to see. It's quite possible that the same thing is in effect in Sailor Moon. That's certainly the way it worked in PGSM. And it's not like American comics and cartoons are much better off since they practically invented the " I change my clothes and you can't tell who I am."

I read the ''anime laws'' and it doesn't explain why, even if the battles are RIGHT in the middle of a street or in a park, not ONE civilian seems to notice. Surely some people would notice if a bunch of superheroes are battling a monster in the middle of a street or somewhere else in the city. This has always baffled me

I read the ''anime laws'' and it doesn't explain why, even if the battles are RIGHT in the middle of a street or in a park, not ONE civilian seems to notice. Surely some people would notice if a bunch of superheroes are battling a monster in the middle of a street or somewhere else in the city. This has always baffled me I've never seen this any of the anime I've watched.
