So if Sailor Mercury does her Shine Aqua ilusion attack or the Aqua Rhapsody(mine favorite) attack then why is the water surrounded by sparklings what are water drops?

Er, because the water is really shiny?  It says right there in the attack, " Shine Aqua Illusion". |
