A bit of both I think. I seem to remember that in the S movie, she does an Aqua Rhapsody on the plant creature, and it's a torrent of water surrounding it, and when it disappears, the creature is frozen. But that could have been another attack, not sure.

But uh, its a water attack, and it freezes the target whenever Sailor Mercury wants it to I guess. Same with her Aqua Rhapsody attack. I say that because sometimes she freezes enemies with those attacks, and other times she just blasts enemies with the water. Most of time times she freezes though.

Ugh, I feel like Ami-chan in the SuperS Special: Ami-chan no Hatsukoi (yes, I have this one right), where all of her knowledge pops away.

AH! I've been wanting to see that special for so long! I'll see it this week for sure.
But what do you mean her knowledge pops away? Does she go stupid?

Nope You'll see what I mean. And I hope you get to see the special, it's awesome. Even though it's only 15 minutes long, it feels like a full movie.

I just finished watching the special. It was great! Ami was so awesome, lol. I love her.
But I'm confused about something, where did the monster come from, and WHY did it target Ami, and for what reason? It seemed the monster was just pulled out of thin air for the sake of plot.

Where it comes from, I don't know. Why it targeted Ami, because she was zealous in her studies and she wanted to beat Mercurius. And of course the monster was pulled up just for the special. It's a stand-alone storyline, so it requires a not-so-complex antagonist.
