I think it was unfair that Galaxia got forgiven and Iron Mouse, Lead Crow, Aluminum Siren and Tin Nyanko didn't. They were being controlled by their bracelets.

I know, but some of them had very twisted wills on top of that. It was then that joined of their own free will.
Uranus and Neptune joined of there free will.

I don't remember anyone claiming they were controlled, nor do I remember anyone claiming they weren't. The fact remains that, as with the Shitennou for example, they were killed by the antagonist.

But Tin Nyanko got a split personality when she lost one of her bracelets! Half of her was evil, the other wasn't.

Tin Nyanko may well have been evil before, and only realized the horrible consequences of what she was doing after being forced to work as Galaxia's slave. In the manga she was definitely evil beforehand, and was said to have killed the real Sailor Mau (although she does seem to express some regret after Mau gets destroyed.)
Either way, it's implied that they'll probably be reborn. And in the anime, Galaxia is the one who has to trek all over the galaxy to take them back to their rightful homes. I guess you could say she got off with community service. XD In the manga Galaxia wasn't exactly forgiven. She may have been redeemed, but she died like all the others.
