I think that Mercury should have gotten some other attack rather than bubble bursting out of her hands. Something like Aqua Shabon Mist or something(and no I am not thinking of PGSM)
This attack(until later) only made a cold fog around the enemy. It should have done damage(although someone could have sneaked attacked it while being in the fog)

I was thinking the same thing! But it seems like those bubbles of hers can make a mist or slow down enemies (bubbles trapped the SnowDancers in the S movie) so its still a cool attack. She should have gotten something more offensive though...

Actually, I disagree with both of you. Seeing as Mercury-san is more into anti-offense in a way, It suits her perfectly. Besides, those bubbles do serve a purpose - I pointed this out in the Sailor Moon Related board and Sailor Venus just pointed out - to slow down the enemy or confuse them. If you play that Sailor MooN Adventure game on SailorJupiter.com, play as Mercury in the first battle and see how helpful Shabon Spray can be!

And as Lou pointed out it aslo hides them, so sneak attacks could have been possible. It is a defensive manuever. Have you played an RPG where you use only offensive characters? No recovery nor defense? They are quite difficult, so any well balanced team needs support/healing/defense. . .

Shabon spray is a very useful attack but i dont like it, is my least favorite in the 1 season because imagine if the enemy does not get affected by the mist if he can see through the bubbles what mercury will do? how possibly will she make a damage in the enemy I like shine aqua illusion better because it make a decent damage and have very useful effects too

Well, that's exactly what the Shabon Spray attack is for: obscuring the enemy's vision. We can do a what-if on all other attacks throughout the series, but as far as I know, Shabon Spray has always proven effective.

The shabon spray come in handy for her to draw up a stategy to fight. Thats what is was at first. It did not make sense how it was then turned into an offensive tactic.
