S saga is my best guess. SOMEONE or SOMETHING attacks the Inners and Uranus and Neptune help out, though they stay anonymous.
Might I add that the terms 'inner' and 'outer' are not correct? They were never used in the manga/original anime, and the concept of using them is false as well, since the planet jupiter is one of the outer planets of the solar system (that is, unless Creshosk comes with another lengthy explanation from Greek/Roman/Japanese mythology about why Jupiter should be counted as an inner planet).

Nope. Inner and Outer are fan made terms that don't really consider Astrology too much. All of the "inner senshi" showed up in the first saga. Pluto showed up in R The rest showed up in S Though technically Neptune could be seen in the first saga during the flashback to the fall of the silver millenium.

Actually, in Stars ep 196, When Haruka, Michiru, Setsuna and Hotaru just leave the temple, Hotaru says: "As members of the Outer Solar System"
And in Stars ep 168, Sailor Uranus says: "We three soldiers of the outer solar system"

What they mean is that they protect the universe from outside forces. Which is why they take a hostile stance towards the starlights who are an alien force from outside of the solar system.
