Crescent Beam and Related Attacks Analysis
Now, if I were a game maker and I had to list "Crescent Beam" under a list of planetary elements, which one would it go into? Personally, I would put it into Moon!
Why?
Its in the name, "Crescent" is obviously a moon attack. As in, "Crescent moon" (what other things can you think of that are in crescents?) The anime attack also shows Crescent Beam as the linking of two crescent moons and then a beam...that is shot from the index finger. I believe the attack, "Crescent Beam" draws its power from the Moon. Because, the moon/light-oriented attack in NO way fits into the elements associated with Venus.
-From Western mythology, is Crescent Beam a love attack? A heart attack? (Heart and Love, I believe are totally different things btw) Is it similiar to "Rolling Heart Vibration" or "Venus Love and Beauty Shock"? No, it is not.
-From Eastern mythology, is Crescent Beam a metal attack? Is it related to "Venus Wink Chain Sword" or "Venus Love-me Chain"?? No, it is not.
In fact, besides its cousin "Crescent Beam Shower!", sister "Crescent Slender Beam", Crescent Beam is the only light/moon attack Venus has.
Which is why I do not believe the anime nor live action should have included Venus's crescent beam.
History of the Crescent Beam
The Crescent Beam's history has a fork at its beginning. It appears in both Codename Wa Sailor V and Bishojo Senshi Sailor Moon the anime.
I do not believe the Crescent Beam is ever used in the Bishojo Senshi Sailor Moon manga, from my memories. (Of course, I did read the manga a while ago).
This site shows landmark points in the Bishojo Senshi Sailor Moon manga, and never shows Crescent Beam used. (Kinda cheap for a "source" but I don't have the manga right now)

This shows that the manga, Bishojo Senshi Sailor Moon never included the Crescent Beam attack nor, any other attack that had to do with light/moon/crescents. My speculation? Sailor V was able to draw power from the moon as the decoy princess (to add authenticity to her fake "princess" title) while Sailor Venus was unable to because she has become a senshi of Venus.
Did the anime make a mistake? Why is Venus able to use "Crescent Beam"?
Codename Wa Sailor V:
Officially, Crescent Beam first appeared in Chapter 1, Book 1. Chronologically*, Crescent Beam first appeared in Chapter 3, Book 1.
*This is because Chapter 3 was drawn first, and published first in 1991. Chapter 1 and 2 would be added later in 1993 when Codename Wa Sailor V was collected.
In Codename Wa Sailor V, Crescent Beam is a pretty strong attack. Much like Sailor Moon's "Moon Frisbee", it is a finishing attack that destroyed Pandora (Chapter 3) and a whole slew of monsters and youma throughout the series.
Bishojo Senshi Sailor Moon:
Here, in the more popular anime, Crescent Beam weakened. It is downgraded to a normal attack on par with Supreme Thunder and Fire Soul. Crescent Beam first appears in episode 33 where Sailor Venus shoots her beam to stop Kunzite's dark dome from killing the other Sailor Senshi. Crescent Beam Shower also appears in episode 52 and again in 141.
My Thoughts:
In Chapter 15, Book 3 of Codename Wa Sailor V, Sailor V sheds her "temporary form" of Sailor V and becomes the legendary Sailor Venus.

Sailor Venus should NOT have any more relations to the moon. At this point, she is no longer the decoy princess and she has shed her Sailor V form and has become a senshi of her own right.
So why is Crescent Beam, an obvious moon-related attack, attached to the love senshi Sailor Venus? Sailor Venus, as one site nicely put it, cannot draw power from the Moon anymore because she is no longer Sailor V, she is Sailor Venus.

This brings up the question! Exclusively in the anime, can Aino Minako transform into Sailor V because she still is able to draw power from the moon (from the evidence that she is able to do a Crescent Beam attack)?
In the anime, Sailor V only appeared in still frame shots and in episode 42 that explained Venus's past. Yet, it is never explained if she is able to transform back into Sailor V. Although this is not practical, it is still something to ponder. Is this a hole in the anime story of Bishojo Senshi Sailor Moon?
