Ano.... okay.
Though if it doesn't make too much sense I'm sorry, my mind jumps faster then my fingers.
So here we go:

Aside from them, there are many that try to prove that it is ample reason that there is love between them.
Especially when one uses the last image as a sign when Seiya kisses Usagi.
Though, that is not the case.
When you watch that part, you would notice that Usagi leans back and away from seiya, so Seiya's original target (the mouth) was switched to the cheek. Which is really more of a sign for friendship/affection.
Now I'm not saying that Seiya doesn't love Usagi. In the Anime, he/she does.
It's just that Usagi never saw Seiya that way. Certianlly she finds him attractive- she found some of the others (Alan for example) attractive as well.
I just think that the possiblity for Usagi and Seiya couple just aren't that possible.
For one: Seiya is a Sailor Senshi from another star system altogether. What could that possibly mean?
Let's take into account, Time and Space.
The Time it took for them to get from their home planet of Kinmou(sp) to the time it took for them to get to Earth.
No one really knows when the Sailor wars truly began. Or rather, when Galaxia started killing off planets left and right and forming her Sailor Animates.
For all we know, Kakyuu-hime (the main reason the Starlights went to Earth in the first place) could've left the planet in secert during the time of the Silver Millenium period and arrived when Usagi and the gang were in high school.
Or, she could've started when They had just defeated Queen Beryl-Metallia.
What does this have to do with the Seiya or Mamoru Debate?
A lot actually.
For the time it would Take any of the Starlights to reach earth from wherever they were it would've been years before they'd make it back.
Now a second part.
Once again, I'll say this. Seiya is a horse that cannot bare two saddles and still walk.
What does that mean?
Simply put- Seiya has one princess and one only. He can only be loyal to one.
This is the reason why Yaten was so annoyed with him hanging out with the Inners.
They're suppose to be looking for Kakyuu-hime. The one they fight for and protect. That is really a twenty four seven job.
besides the fact that Kakyuu-hime needs all of her warriors (some dunce thought the Sailor Animates were hers too. -.-;; blah.) since she only has but three.
The Sol Senshi don't need more sailors really.
So Seiya staying would be a surplus to them and weaken the defenses of Kinmou.
And since Seiya is sworn to protect his princess- wouldn't it cause a dilemma if he had to chose between the person that has always loved him and the one that only sees him as a friend yet only one can live?
I guess the point I'm getting to is, Seiya's first priority should always be his princess.
It's like...having the Senshi visit another Star system and having some of their warriors- say.... Minako and Rei.
That would depelet their forces and they'd become less harmonious when they fight.
The Outers are good and powerful but they have their own thing and the Inners have theirs.
That's what it's like if Seiya stayed on Earth with Usagi.
Now the next thing.
Even though Seiya loves Usagi, Usagi has already given her heart to Mamoru- whom she doesn't know is dead. That's the Key right there. She doesn't know, in the anime and repressed it in the manga, that her love is dead.
Seiya was probably under the assumption that Mamoru is nothing more then another average Joe that left Japan for America and probably was playing Usagi.
Of course, even you die hard Seiya/Usagi-shippers know that that is NOT the case.
Anyway back to my point.
The thing is, Usagi and Mamoru- however they started out- have grown closer since then. It's not all about the destiny and crap like that and bump the Chibiusa thing- It's the fact that they have learned to work together on their relationship. and Relationships are just that. Work.
Usagi and Mamoru are co-dependent on each other a bit.
For one thing, in the latter of the Seasons, Usagi was unable to keep her transformation without help.
Such as when the death busters were stealing heart crystals.
Usagi lost the ability to transform and is upset.
Mamoru takes her to an abandon house where there are kittens knowing that would cheer her up.
When the daimon attacked them, he protects her (and yadda yadda we know the teary stuff).
Between the two of them their powers created the Moon Spiral rod (whatever the name of that silly thing is) and her new brooch so she's able to transform into Sailormoon again.
That creation is part of their love for one another.
Though in SuperS, the only reason he was so sick (Aside from the stupidity of the animators/well no the people that make the scripts)
Is because the Earth itself was messed up.
Another point I may add, is during the first half of the R season (the filler one) is that Usagi was the one that reached out to Mamoru how had forgotten everything like the other senshi.
And when the Doom Tree captured them both, he was still trying to protect Usagi even though he knew nothing of their past together- he was always there to help her out.
And finally in the first part of Stars. Even though all the senshi's powers helped Usagi transform into Eteneral Sailormoon it was only temporary. Only when Endymion's power was thown into the mix was she able to keep it.
Eh...basically what I'm trying to say is....
Usagi and Mamoru had to go through hoops and everything to stay together.
Most people that got in their way either died, or they had other obligations.
Like...
Fiore loved Mamoru but hated Usagi.
He died in the end.
Daimond Loved Usagi and despised Mamoru
He ended up dying too.
Alan and Ann.
Ann nearly died, but they also realized that what they were doing was not the way.
Beryl died because of her love/obsession with Endymion/Mamoru.
Fisheye crushed heavily on Mamoru see where that lead him.
c.c If you think on it, everyone that tried to get between those two, their love for either one(or obsession) was never realized.
Seiya's love for Usagi fits the pattern still.
It was and never will be.
Because she will always love Mamoru. It is their bond and how they went through everything having to trust one another.
Seiya just simply can't compete with Three or so years of what they have as a bond.
I hope it makes sense. That's how I see it logically.
Romantically, I think Mamoru still better suited for Usagi.
