It must be a dub conspiracy! Yea, that's it! Damn dubbers! Perhaps it has to do with the fact that Luna is actually a guardian, and acts more like a guardian to Usagi. Like a teacher. We all know how kids Usagi's age don't like their teachers and the red eyes may have contributed to the fact that Luna was indeed supposed to have the look of a teacher. I don't see how Luna and Usagi in the manga/PGSM having the same color has to mean anything though. Artemis and Minako don't share eye colors.

(post 30 omg!!) I think in an interview Takeuchi said that she wanted Luna and Usagi to have the same eye color because they could sympathize and understand each other. This is actually pretty true in the manga, even though they might fight, Luna is more laid back than her anime/dub counterparts. That's why they are said to have the same eye color. (I think it was in the um...magazine...omg OK if you go to www.sailormooncenter.com and download the complete Sailor Moon manga its in one of those interviews with Takeuchi XD!) I guess Artemis and Minako don't sympathize XD Artemis actually nags a lot in Codename Wa Sailor V...less in Bishojo Senshi Sailor Moon but he does not get along with Minako most times. I would venture to say that Luna and Usagi are friends while Artemis and Minako are companions. Both parties love each other but just in different ways. (Artemis is also a guy and...maybe Takeuchi was showing that guys can't understand girls XD!) Seems odd though huh?

Ok after a little bit of research. I think I finally got it! The anime based off of Takeuchi's Early drawings! In the Materials Artbook Collection, Luna and Artemis have red and blue eyes respectively! Odd though! Artemis always had green eyes throughout Codename Wa Sailor V. I think there really is some mystery to this Bishojo Senshi Sailor Moon stuff! mangastyle.net/materials/mat-16.jpgDoes this solve the mystery? Maybe... Although, then we would have to research more about time, because Sailor Moon (anime) does NOT look like the early version of Sailor Moon (manga)-----even the one that first premiered in the manga! (It kept on fluctuating even in the official manga)
