With those two it is hard to tell what side they are on. Even though they fight for the all the is sacred to them; some of their means are by far very questionable.
Even if it is for the greater good they ca still be a treat themselve. Basically their biggest enemy is themselve (their large sense of distrust).

I just think they want to achieve their goal 'by all means necessary'. We're talking about saving the planet here, does it really matter if a few die in the process?

I think the only time Uranus and Neptune MAY have done more harm than good was when they killed Pluto and Saturn, but even then, I'm pretty sure they only did it to gain Galaxia's trust, and they knew Pluto and Saturn would be reborn. And what is this about them distrusting? I don't quite get it. Are you saying they don't trust people, or that people shouldn't trust them?

Before that they did not trust the other senshi or the Sailor Starlights.

You are right, but why should they have automatically given their trust? Usagi is too trusting, IMO.
