Even though it contains no profanity, Jupiter swears all the time in the japanese version of the anime. There's no detail but Usagi is nude for like an entire episode. (Japanaese version) Minako gets a nosebleed from thinking about Yaten in the tub. I know what ou mean but still... I especially wanted to point out that last one.

Naoko wrote the manga with teenage girls in mind.
The anime fits in the Magical Girl Anime category and is aimed for young children (both male and female). Although some people in English speaking countries would find panties flashing and short skirts would be perverted, but as you can see in Japan they are a lot more open about things like this. The fact that Homosexuals are in a cartoon just shows how easy going they are when it comes to stuff in anime. But, we are English fans, so I guess some people find it weird for it to be okay to see a flash of white panties... but the Japanese are like "so what". plus the fact that the entire Sailor Moon anime was drawn by Male animators might have had something to do with it.
The English dub is obviously aimed for a much younger age group than the original version, but still edits were made because things in Sailor Moon would seem inappropriate in Western cultures. The English VHS boxes for Sailor Moon S and Super S say ages 7+
but yeah, the Sailor Moon anime is aimed for kids (both versions) because of the range of merchandise released for the series (dolls, plushies, little kid make-up kits, etc.) but yeh, that's what I think anyway. ^_^

Japanese pplz consider it perverted to get any kind of kick out of seeing a flash of panties, many girls in many animes scream like a violated little girl when their skirts flip up (or their undergarments are otherwise exposed). The big difference is that it's not the end of the world to them, as it is here. Though I (think I) know the answer, I'd like to consider the reason why it's become such a crime to see more than a hand and a face (or in some countries, more than just the eyes). I think more perverted than actually allowing pplz to show off. Modesty is one thing, but it's gone way too far.
