Why exactly is Venus holding the Ginzuishou and the Moon Rod? Does she have the ability to use the Ginzuishou alongside Usagi? Is that why she is considered the leader when Usagi becomes Neo-Queen Serenity?

Venus is holding the staff with the Ginzuishou because she's the leader of the Inner Senshi, and Usagi isn't there to hold it for herself. And Venus is the leader of the Inner Senshi in the same way as a general is the leader of an army.

And Venus is the leader of the Inner Senshi in the same way as a general is the leader of an army. So does that mean Venus can use the Ginzuishou? I know she is given the sword that belongs to the senshi by Queen Serenity right before she defeats Beryl with it and Sailor Moon restores the Silver Millenium, but I didn't think she could actually use the Silver Crystal, I thought only people of the Royal Moon Family could use it. Then maybe everyone can use it because the bad guys are always trying to get it to use it. And HEY! Has anyone noticed that Mercury doesn't have shoulder pads like Pluto in that pic! Here is another question for you if Usagi revives the Silver Millenium does that mean Queen Serenity is once again living!? And why the heck is the Aqua Harp in the Manga a real harp and in the Anime a harp made from water!? I just want to point out that I hate that about that Anime the anime treated Mercury so wrong. Everyone comments about Mercury's attacks being so much more powerful in PGSM that is because in real life Mercury's attacks would be a lot stronger then what the Anime makes them out to be. Thank God for the Manga that at least makes Mercury's attacks as respectable as they really are.

Holy Crap! I just realized that the real Sailor Mercury in the Manga has a fuku that looks like a blue version of Sailor Pluto's! She looks better without those shoulder pads in her original one wow.

Well, I think that the Ginzuishou is only for the use of the Royal Family...because its the starseed (anime) of Usagi...or her Sailor Crystal (manga)
Venus has her own crystal...the Venus Crystal XD

This excludes the Tsukino family, mind you (just beating you to the question). Here is another question for you if Usagi revives the Silver Millenium does that mean Queen Serenity is once again living!? She's not restoring the Silver Millennium anywhere. The Silver Millennium was destroyed when Queen Metallia attacked the solar system. The only thing she revives are the lives of the senshi, the earth (in the manga) and she creates Crystal Tokyo in the future with the help of the Ginzuishou. And why the heck is the Aqua Harp in the Manga a real harp and in the Anime a harp made from water!? I just want to point out that I hate that about that Anime the anime treated Mercury so wrong. Hmmz, I guess it's trivial to think about why the manga made a real harp and the anime gave her a water harp. It's just one of those many changes they made (Artemis has red eyes in the manga, I think, in the anime, he has blue (or green) ones, if I remember correctly). I don't think it's very comparable with PGSM, because in the Live Action, Mercury doesn't have any of the attacks that she has in the anime and manga.

Didn't they change them in PGSM. Like Sailor Venus and Zoicite or something like that. Nephrite and Sailor Mercury. Am I right?

Yep, in PGSM, Ami-chan becomes (somewhat) closer to Nephrite after he's (almost) killed by Queen Beryl and gets a job at the Crown (gotta love how he always gets into arguments with Motoki-kun). Zoicite x Minako is a bit ... more vague, if you will. They share an unstable form of truce, rather than feelings for each other.

Gets a job at the Crown (gotta love how he always gets into arguments with Motoki-kun). I love those scenes. They are so funny. Nephrite acts like he is so tough. But Ami and him always kind of "notice" each other

But Ami and him always kind of "notice" each other Yea, I thought it was really cute to see those two get all silent around each other (not that it takes much to get Ami-chan silent). Also, I strangely didn't feel any kind of jealousy or rivalry towards Nephrite at all whenever such scene appeared. I don't feel like killing Nephrite the way I feel like killing Urawa-kun.

No, as far as I know, the Ginzuishou can only be used by members of the Royal Moon family, such as Usagi. This excludes the Tsukino family, mind you (just beating you to the question). I think you're right. However, at one point in the Black Moon series Venus is shown holding the Ginzuishou. (Or one of them, anyway.) Volume 7 Page 61 for the original release of the manga. It seems if she can't use it she at least has the authority to hold it. Doesn't she also revive the moon? In volume 4 the restored Moon Castle is shown, and Luna asks Usagi if she's like to become the queen of the moon. Also, in Stars, Neo Queen Serenity mentions "the remote palace on the moon." Maybe there's nobody living there at first, but by the time of Crystal Tokyo there seems to be some form of functional civilization on the moon.

Anyone can touch it (think about Fiore actually crushing the Ginzuishou in his hand in the fist movie). Doesn't she also revive the moon? It's been awhile since I read the manga and I really should get them sorted out.
