They are lovers. Sometimes I think they love each other more than Usagi and Mamoru. For example, in Sailor Moon Stars episode 197, Haruka and Michiru sold their souls for Galaxia so they can live together forever, otherwise Galaxia would kill them both. And in Sailor Moon S episode 110 Haruka killed herself because she couldn't live without Michiru who died. In SuperS special 2, Michiru says: "A world without Haruka isn't worth saving."

Yup. They're lovers allright . You can see the obvious signs through the entire series, especially in the Sailor Stars season.
