I wouldn't know, I never heard her voice from the NA version. Like Cypher said, 'ignorance is a bliss'.

I think it adds character. I kinda like it but that's just me... My theory was that she is an exchange student in the dubbed version and that is why she disapears in the later seasons because she has gone back to New York

LOL! It's just a dub version really, I don't think there's any explanation for it ... I mean, Luna's voice is just as bad, really Isn't she meant to be youngish? She sounds like an old woman Which sounds even more bizarre when she transforms into her human form, LOL! This is when the original Japanese version would be good to have

She's right, as I said before in another thread, its probably to indicate a regional accent. In Magic Knight rayearth for example in the dub of it they kept the names, but when they encounter a person from another region they had a person speak with a southern drawl. That way it wouldn't look weird if they commented on the accent being similar to the other region's accent, even though they weren't in Japan.

Well, valley girl accent is bad, but it could be worse. She could have had an italian accent. Trust me, nothing against them, but I have family with the New york italian accent. Not a pleasant experience for voice dubbing.
