More in the sense of 900. At least, that's what the manga says (haven't seen Chibi-Usa in the anime yet, except for Stars saga). It's said that the effect of the Ginzuishou caused the world's population to have an extended life span and that Chibi-Usa simply stopped growing at a young age.
EDIT:
Let me clear this up a bit: About 100 years from now, Chibi-Usa will be born. [insert above story here] Then, in the 30th century (900 years after her birth), she returns to the past.
Hope that helps.

And the silver crystal only extends the life of those nearest it, as in the senshi. But yeah, basically.

The (dubbed) manga clearly explains that the Ginzuishou extended the life span of all inhabitants of earth. Hence the story of the Sorcerer Wiseman: because everyone had an extended life span, murder and such were a problem of the past, but one person began killing again somewhere in the future, and was banned to the planet Nemesis, which turned him into Wiseman. Or, as it is probably the case, the dub screwed up AGAIN.

Odd. . . very odd. . . I don't recal that. Hmm. . . Of course, I'm not going to doubt your infinite knowledge on the subject, but in episode 60, the arrival of Rubeus and those four girls, Cooan I believe it was, addresses the transmitted image that appears in their midst as 'Wiseman-sama', in the native Japanese accent of course.

well she is over 900 in the manga, but let's be realistic when she came to the past whe was ~5 or 6. Later, when she met Pegasus I would say 10.

Doesn't it suck that she doesn't get to grow up? I don't like that aspect, if it indeed is an aspect, of this series.

What I'd like to know, is WHY she wasn't allowed to grow up to be a normal lady? The solution chosen by the artist is the least probable and the wildest. Apparently, Takeuchi wanted Chibi-Usa to actually be 'chibi'. That's okay, no problem. Why in the world would you make her 900 years old then? Make her 5 or 6 years old, born in the 30th century, instead of the 21st.
But I guess in a way, it also makes sense. Think about it, the Ginzuishou apparently allows for a (near-) infinite lifespan. In the 30th century, all Senshi still look the same age as they do in the first saga. Perhaps the same thing is in effect for Chibi-Usa: the Ginzuishou considerately lengthens her lifespan, stretching her youth along with it.

I hope she gets to grow up. It seems to me that she does mature as the series progresses. Certainly in the R series she is more like a very little girl than in the SuperS series, when she seems more to be about 10.
