yea but chibi usa isent really an outser senshi, though their fan based terms, i still don think Saturn and Pluto would be good choices though, Pluto Just isent around enough and nether is saturn.

Technically, Sailor Venus is the leader of the Sailor Team. In the manga,
Artemis says she's the leader of everyone (and how she's gonna be able to transform soon during the Dream Arc)
and in the anime
in episode 172, Pluto says that "A leader is somebody that unifies people, like you Venus" (or sumthing to that extent).
Venus is the leader, she's not a BIG leader, but she's a leader.
I know what you guys are asking tho, you're asking for the actual person that LEADS rather than the person who holds the title (which is Venus). I would have to say that the Outer Senshi are too mature to have a leader, but I think Sailor Uranus would be the closest thing the Outer Senshi will ever have towards having a true "leader".

Sailor Venus is the leader of the 4 guardian scouts of the princess.
With the outers I think that a leader is really hard to identify. I don't think it would be Sailor Saturn since she is the youngest. Sailor Uranus seems like she would fit as the leader though. But then again Sailor Pluto sometimes does seem to be the leader.

I think it would be Uranus or Neptune... Saturn and Pluto aren't around enough as 7 explained b4. Pluto may kno what is going on from her time at the time gate, but she rarely is around. Only when she truely needs to be.
A true leader is one that is around all the time, like odango atama from the inner senshi. *sweatdrops*

I think the Outer Senshi are more like loose cannons (very powerful ones, at that). I mean, they do what they like, there's hardly a teamspirit at all (except for between Michiru and Haruka), they don't even camp together. And they even attack their own kind (think SMS and SMStars).

Eh... but in SMS they were trying to figure if Usagi was fit to be their leader and they backed off when she showed them that she was capable... and in Stars Uranus and Neptune attack the lights because they could be threats. The outter senshi work as kind of like the immune system.
If something foriegn enters the body (solar system) they attack it, thinking it is a threat.

they have their own mission... they are offended when others try to interfere... i suppose... *shrugs* lol I have no rational idea why Haruka attacked Makoto... but I think I would go with the fact that she didn't want the inner senshi to get too close to the fact of finding out that she and Michiru were Senshi... *shrugs*
When you watch Uranus she is more rash than Haruka... they are the same person, but she has a more gentle side when she isn't in senshi form... I think that is how she tries to hide herself from being discovered... till someone finally nails it on the head like Usagi did.

My crazy theory is that Saturn is not truly meant to be a part of the "outer senshi" at all. I think eventually she will become like Venus is to Chibimoon, and be the leader of the Sailor Quartet. She is grouped with the outer senshi for now until Chibimoon grows up.
To the extent that the outer senshi have a leader, I would say it is Uranus. Saturn, while the most powerful, is too young to be the leader; she generally listens to her "parents." On several occasions, such as when the outer senshi leave to return to their castles in Stars, Uranus is seen speaking for the group. (Saturn does not go with them in this act, further indicating that she is not truly a member of the outer sernshi.) Uranus is also the one who gives the order to do "Sailor Planet Power Meditation" in Act 41.
Venus is most definitely the leader of all the senshi. On two occasions she is the one who performs the "Sailor Planet Attack" (in the manga this move did not include Sailor Moon.) In Stars when all 8 evil senshi go up against SailorMoon, Venus is shown standing out front and is the one who speaks for the group. Artemis points to her as the leader. Plus, she was the first senshi to appear. In the Black Moon season, Venus is the only one not kidnapped. In the Silver Millenium flashback at the end of SuperS, she is again pictured in front and is the one later shown carrying baby Princess Serenity. And she's the only other senshi featured in her own series. She has both the experience and the people skills to unify the group.

Hard to tell who the leader is. In my opinion they are isolated from one another.
If there had to be someone who was the leader at one point I would have to say Sailor Uranus. Her command seem to be absolute and sure. Even Pluto followed her orders at one point in the climax of season S.
Since then there has been no actual leader or even team stucture at that

I think unofficaly Uranus is. She acts like it in the manga. Though, I think it's more like the four get together they all decide which is best and go with it.

In my opinion, I would say that either Pluto or Uranus is. When I think of Outer Senshi, I think of Pluto, although that really isn't a valid reason, so... My next choice is Uranus. She (why does it feel so weird to call her "she"?) is very "manly" and so, although is can be very discriminative towards gender, tends to be more in control... like Dark Mercury said, even Pluto followed her orders and Pluto is definatley older and more mature.

Why are the outer senshi isolated? They all live together in Stars. I don't think they have an official leader. If they did, it would probably be Uranus, because she has the most forward personality. Venus leader of all of them? That must just be the manga. I know Sailor Pluto calls her a leader, but there isn't really a time in the anime where she leads the outer senshi.

They only live together in StarS because there's a crisis coming up. As shown in the first episode of StarS, Setsuna picks up Hotaru from her father. I also think it's safe to say that Setsuna doesn't live together with Michiru and Haruka prior to the first attack, as there are no such hints.
