If something happens to Moon, I think that she would take over as leader.

i don really feel they have a leader,
Saturn doesent make much sence as a leader with her being poseessed at one point and also being reverted to a baby.
Pluto is also a bad choice as she has to guard the gate of time, if she is playing leader she can not guard it without letting people through.
Uranus is to hot temperd.
And Neptune as a leader doesent sit well with me somhow, im unsure why as she is my faverite.

I think saturn is their leader after all she is the most powerful of all the outer senshi, but not only that, she also warns the outer when the princess is in danger and reminds them what is their duty as sailor senshi (sailor stars-nehelenia's curse)

And Neptune as a leader doesent sit well with me somhow, im unsure why as she is my faverite. Agreed. Michiru would probably go along with what Haruka said, and would jump to conclusions and such. And she seems kinda...too..elegant to really be a leader.

well their are deffanent flaws with any of the four outer senshi as leader, though if you want to get technicle, the term outer senshi and inner senshi are fan absed anyway and the Manga states Venus as the leader.
Anyhow, Since Pluto and Saturn genrelly have other suties or things keep happoning to them, that leaves Michiru and Haruka.
And Haruka is to ill temperd i beleive to be an efective leader, and Michiru just doesent seem like the type.
So nagateing the actual manga answer to this, i would ahve to say their should simply do as they do in the anime and lead themselfs.
As for saturn reminding them of their mission, Michiru and Jaruka state their mission a few times as well, so thats not much of a reason.
And baseing a leader on strength alone is genrelly a bad idea anyway, raw strength can be overcome fairly easily after all.
so i simply say they should just do as they do in the anime and lead themselfs, it works.

I played SM:AS all the way through, so I know how the story played out. though I missed some parts, I'm familiar with the basic chain of command set by Naoko Takeuchi herself, and how each inner senshi has an oppositio rival. powerful stuff if you've played the whole game through.

I dare question this. True, Chibi-Usa is given command, but this hasn't to do with the fact that she's the leader. It's because she's in the most danger, seeing as how she's from the future originally, and Apsu and her minions are messing with time.

Right.... I think they put chibi-usa like another group leader because she is in danger and usagi wants the outer to protect her in case she fails (and add to it the fact that saturn and pluto like very much chibi-usa lol and want to protect her )....

Chibiusa is a time displaced senshi and not part of the sailor team proper in this timeline. If she were she'd be an inner since she exhibits the same qualities as the other inners do.
the "leader" of the outer senshi would be Sailor Moon imo. Because she is the leader of the whole sailor team, and is their princess.

I would like to consider Sailor Pluto to be the leader of the Outer Senshi. She is very wise.. and has a more major role than the other Outers. She also was introduced before the other Outer Senshi.

I still say that the only real competition for leader is between Pluto and Saturn. Although, people have brought up that Chibi-Usa is the leader I think that in princess terms she could be, but they are more like her body guards rather than her team members.
